Unable to drag bookmark to new window

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Open bookmarks
2. Open new window (for instance -- two browser windows side by side)
3. Attempt to drag bookmark url to new window

What is the expected behavior?
The bookmark URL should open in the new window

What went wrong?
The bookmark is bound to the bookmark window and blocked by the edge of the bookmark window (all four sides of the browser window)

Did this work before? Yes previous version before this upgrade

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0
