1.2%-5.8% regression in xr.browsing.wpr.static at 592752:592803

The same regression can be found in non-VR tests, e.g. https://chromeperf.appspot.com/report?sid=1f1f3423ce9d1a9071620520cdb2ef8899702d116ad7c6a0c917a35576d22a0f. Additionally, this doesn't appear to be alerted on anywhere else, so this seems to be more of an FYI metric.
