Cmd+tab from fullscreen Chrome window to app on other display makes tab bar double in size

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3564.0 Safari/537.36 Steps to reproduce the problem: 1. I am watching on two external monitor setup, with macbook pro screen also open. 2. Pull up any youtube video, either regular, or theater mode. 3. alt+tab to another application open on a different screen. For me this was Messages. What is the expected behavior? I assume on alt+tabbing, the video will continue to play in browser on the other screen with no change detected. The very top bar of the browser should not grow. What went wrong? When context is the chrome window, video plays normally. When context is on Messages, or another application, the bar at the very top of the browser grows, and the effective browser real-estate is shrunk. First image below is when my current application is chrome. The second image is when my current application is not chrome. To add more specifics, this problem does not happen when switching between chrome and chromium. Did this work before? Yes Unsure. I know the version without rounded tab edges did not have this problem. Chrome version: 71.0.3564.0 Channel: dev OS Version: OS X 10.14.0 Flash Version: This is my first bug submitted anywhere, so I am excited to learn from this. I understand feedback is time-consuming, but if there is anything I could do better next time, I am open to suggestions. Thank you for letting me a part of this amazing product.

Thanks for filing the issue! Able to reproduce the issue on reported chrome version 71.0.3564.0 using Mac 10.13.3 by connecting it to an external monitor. Note: Issue seems to be very inconsistent. Unable to reproduce the same using Windows 10 and we couldn't check the same using Ubuntu 14.04 as we do not have external monitor setup. As the issue is seen from M60(60.0.6090.0) considering it as Non-Regression and marking it as Untriaged. Hence removing Needs-Bisect label and requesting someone from "UI>Shell>Display" team to have a look into it for further investigation.
