[CCA] camera preview bottom screen show overlap after resized

Chrome Version: 11105.0.0, 71.0.3562.0 (dev) channel
Camera vers: CCA 5.2.1
Devices: Nocturne, Eve

Step:
(1) Switch device into (Landscape/Tablet) mode with whiskers keyboard
(2) Launch CCA 5.2.1 in (small/full screen) (either Photo/Video-Front/Back facing)
(3) Switch CCA to (full/small screen)
Observe: camera preview bottom screen (see attached file)

Expected result:
CCA app should show full screen without any issue

Actual result:
Camera preview bottom screen show overlap 

How frequently does this problem reproduce? (randomly)

Yes I can reproduce it with 1280x720 preview streams on Nocturne and Nautilus.

There are some ghost pixels on the screen, which looks like the previous screen content. Here is the screenshot with a text editor containing "AAA..." in the background.

According to #4, it shows previous screen contents in the preview (HTML Video element) area. I would guess it's graphics related. Could you triage to correct person/team?

The camera app on my nocturne says it can't connect to the camera and I can't reproduce the issue. Is that expected? I'll try on eve.

nocturne seems opening GCA (ARC++ Camera app) if ARC++ is enabled. Please try CCA (Chrome Camera app) canary: https://chrome.google.com/webstore/detail/camera/afoodkbadjkccjlgmeldfjefkfgpalan on ARC++ disabled devices (Eve?) Thanks.

This was a regression caused by https://crrev.com/9bdc415d08a3e7256cda5b3504a435339454c407

That patch has been reverted on ToT already since it's causing many other artifacts (crbug/888440, crbug/879766#50).
