Chrome Version: head

As Smart Lock internally progresses through states (e.g., discovering -> phone found or not found -> phone locked or unlocked), it presents tooltips to the user that explain what action they should take. Sometimes, Smart Lock is only in one of these states for a brief moment, before moving onto the next one, thus presenting a tooltip for tenths of a second.

Likely the cleanest way to address this is by "debouncing" these incoming tooltip change requests by using a timer of ~200ms in EasyUnlockScreenlockStateHandler, and canceling that timer and starting a new one if another request comes in [1].
