Steps To Reproduce:
(1) Open a webpage on Pixel phone ( Example: https://www.theverge.com/)
(2) Wait for 2 hours
(3) Open a new tab on Pixel phone and open different webpage( Example: https://www.adidas.com/us)

Expected Result:
Suggestion chip for new webpage "Adidas" should appear on Pixelbook/Meowth.

Actual Result:
Suggestion chip for new webpage "Adidas" is not appearing on Pixelbook/Meowth.
