What steps will reproduce the problem?
(1) On phone, go back to first time setup via:

adb root
adb shell rm /data/data/com.google.android.gms/shared_prefs/com.google.android.gms.magictether.client.FIRST_TIME_SETUP_PREFERENCE_FILE.xml

(2) Try to connect to phone via Instant Tethering on Chromebook.
(3) Click the "Set Up" notification on your Chromebook.

What is the expected result?
Settings opens in some useful state


What happens instead?
Settings opens showing no nearby devices and no other info about the ongoing scan or finishing set up. See screenshot. This is a JS issue in internet_page.js. We're not requesting the networks immediately when the route changes.
