Chrome Forgets Pinned Tabs

Issue description
Chrome Version : 69.0.3497.100 (Official Build) (64-bit) (cohort: Stable)

have tested this issue:

What steps will reproduce the problem?
(1) Open Chrome and pin 3 sites (any sites)
(2) Close chrome and open it again (pins are still there)
(3) Drag a new tab from the window with all the tabs to it's own window
(4) Close the window with all the tabs
(5) Close the new window with no tabs
(6) Open Chrome again (all pinned tabs are lost)
What is the expected result?
Pinned tabs should stay pinned no matter what. Why does chrome only remember what tabs are pinned when they are in the last window closed?
What happens instead?
I lose all my pinned tabs like 6 of them so i can work in Gsuite properly
Can you please make it so that Chrome saves pinned tabs no matter what order windows are closed in. I have download windows that popup in the background sometimes and I don't even see it and now it's too late I lost all my tabs :(

steve@ Thanks for the issue. Able to reproduce the issue on Windows 10, Mac OS 10.13.3 and Ubuntu 17.10 on the reported version 69.0.3497.100 and the latest Canary 71.0.3573.0. Attached is the screen cast for reference. This is a Non-Regression issue as this is observed from M-60 chrome builds. Hence marking this as Untriaged for further updates from Dev. Thanks..

Some workarounds: (1) Use Menu>Exit to quit Chrome instead of closing windows, which ensures all windows are closed and you won't lose anything (2) If you close a window with pinned tabs and then see another window, hit ctrl-shift-t to restore the window you just closed (3) Look in your History page for recently closed tabs |
