Display garbled sometimes

Reported by noamr...@gmail.com, Sep 27

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
Go to a site, move the mouse. Sometimes you get garbled pixels, as in the screenshot below.

What is the expected behavior?
Sites and interface should look normal

What went wrong?
Display includes garbage, maybe dislocated pixels, as can be seen in the screenshot. This includes the web pages and the chrome interface. I haven't seen this in other applications, including firefox.

Did this work before? N/A

Chrome version: 69.0.3497.100 Channel: stable

I downloaded chrome-dev 71.0.3559.6 and I don't see the garbled pixels. chrome://gpu shows something quite different - now many items are hardware accelerated, while before, none were. I attach the gpu details.

Thanks,
Noam
