[ARC] Save to Files is not properly appending deduping number when saving the same file again

Version: 70.0.3538.22 (Official Build) dev (64 bit)
Device: EVE (Pixelbook)

When saving a file with the same name and same file type, such as Project 8_1.psd, the file is saved as Project 8_1.psd (1) instead of Project 8_1 (1).psd. (see attached screenshot)
