A11y: Get Help app tab focus does not line up with Chromevox navigation

Steps to repro:
# Enable chromevox with ctrl+alt+z
# Launch the 'get help' app from the launcher
# Choose the discover tab
# Use Chromevox+h to get to the 'get work done' heading
# press tab
# Continue navigating by heading and pressing tab
# Notice that tab doesn't start from the heading, but seems to continue from the last tab press

Expected: Tab would find the next link after the heading I navigated to

Actual: Tab ignores where Chromevox focus is on the heading

Looking at this visually, the ChromeVox orange highlight is in line with what's being read. The issue is that when you navigate by heading, the page scrolls down and ChromeVox reads, but it doesn't advance the tab order. After navigating down several headings, pressing tab puts you back on top of the page as if you hadn't navigated down at all.
