Impossible to hide toolbar in fullscreen

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Enter fullscreen mode 2. Ensure that have have set the toolbar to not always appear in fullscreen. 3. Wait for engineers worldwide to stop valuing "innovation" over basic functionality. What is the expected behavior? The toolbar remains hidden in fullscreen until the cursor enters the upper region of the screen, at which time the toolbar appears. What went wrong? The toolbar will not appear unless it's set as always visible. Did this work before? Yes Chrome version: 69.0.3497.100 Channel: stable OS Version: OS X 10.12.6 Flash Version:

Hi I'm not the one who started this thread but I had the same issue so I tried in Canary but it still had the same bug. I've attached the screenshot of what I see in Canary. Thank you!

Before even when "Always show toolbar in Full Screen" was checked off, it showed the toolbar if you drag the mouse to the top which was very useful so that we don't have to always turn on the mode to get to another tab or another bookmark. But now it doesn't show the toolbar just like the picture above even when you drag to the top of the screen. Hopefully this can be fixed! Thank you.

Able to reproduce the issue the issue on Mac OS with chrome Canary #72.0.3610.0 and also in earlier M60 build #60.0.3076.0, this is a non-regression issue. Attaching the screen-cast for reference.
