[WPT sync] Use Cloud KMS to manage GitHub credentials

After migrating the bots to LUCI, we should consider switching from Puppet to Cloud KMS to manage our credentials so that we don't need to use statically allocated Swarming bots. See  https://crbug.com/803111#c10  for more context.
