Citrix Workspace app not working when force installed

Issue description

Chrome OS version: 70.0.3538.7 (Official Build) dev (64-bit)
Device model: ASUS Chromebook C213NA
Firmware version: Google_Reef.9042.206.0

What steps will reproduce the problem?
(1)Start Citrix Reciever
(2)Click on an application.

What is the expected result?
Clicking on the application in the receiver should launch the application

What happens instead?
Citrix receiver shows connecting, but never loads the app.

Troubleshooting done:
1. Device rebooted after moved to Dev Channel 70. 
2. User has been removed and re-signed in. 
3. chrome://policy reloaded. 
4. Device was then wiped. Issue persists. 
5. Updated Dev channel to Chrome OS 71, persists.
