scrolling with two fingers on the mouse pad not working in chrome pdf

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11097.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3558.0 Safari/537.36
Platform: 11097.0.0 (Official Build) dev-channel edgar

Steps to reproduce the problem:
1. open a pdf in chrome (https://epi.publichealth.nc.gov/cd/lhds/manuals/hepB/docs/hbv_vaccination.pdf)
2. try scrolling with two fingers

What is the expected behavior?
The pdf should scroll

What went wrong?
The pdf is unresponsive to two finger scrolling, scrolling does work by dragging the scrollbar or using the arrowkeys

Did this work before? Yes before 70

Chrome version: 71.0.3558.0  Channel: dev
OS Version: 11097.0.0
Flash Version: 31.0.0.118 /opt/google/chrome/pepper/libpepflashplayer.so

Does not affect webpages, only PDF
