+liberato, tmathmeyer seems like a dxva issue. Note: reporter says except YouTube, so presumably vp9 is working fine. If you launch chrome canary with --enable-features=D3D11VideoDecoder do you see any improvements?

That clip works perfectly at up to 4x speed. (5+ is choppy, but that is normal)

I don't consume many other videos, so I really can't say much. Facebook has this also, although to a much lesser extent. This all worked fine in Chrome 68

Can you collect a chrome://trace with the "media" and "audio" categories enabled on Netflix when you hit these glitches? I recommend only having the netflix + tracing tab open.

Tested the issue on Windows 10 (CPU: Intel Core i7-6700) using 69.0.3497.100 as per below steps and unable to reproduce this issue.
Steps:
1.Go to Netflix.com
2. Play a video, change the playback speed to 2x (by running in console:
Array.from(document.querySelectorAll("video")).forEach(v => v.playbackRate = 2)
3. Watch for a nearly 5 minutes and no slowness or chopped video is observed.

The thing is - I do see choppiness in your video. It might be that Netflix is choppy for you, or that the chromium bugs player is choppy for me. Anyway, I recorded a trace and a video. Maybe it's the WebM format? Can't attach the video here because it's over 10mb, so: https://youtu.be/U0afY5xkQPI

=>xhwang playback is choppy because CDM is slow to respond to decode requests. There are regular 100ms+ decodes taking place due to the decode call into the CDM being delayed for some reason; e.g., take this example: Title : DecoderStream<VIDEO>::Decode Start : 20,473.833 ms Duration : 132.111 ms The CDM doesn't start this decode until: Title : CdmAdapter::DecryptAndDecodeVideo Start : 20,604.050 ms Duration : 1.602 ms (cpu= 1.564 ms) Which is ~130ms later. It's unclear why this is happening.

@amitmoryossef are you familiar enough with Process Explorer or the Windows Task Manager to inspect the "cdm" process and see what priority it's listed as? Or if you know how to use PowerShell "Get-Process -Id <id>" You can find the process id in the Chrome Task Manager.

I would suggest trying upgrading Nvidia drivers. I ran into a similar issue: https://bugs.chromium.org/p/chromium/issues/detail?id=887931&can=4&q=&colspec=ID%20Pri%20M%20Stars%20ReleaseBlock%20Component%20Status%20Owner%20Summary%20OS%20Modified New drivers seem to have solved the issue.

Thanks. I updated to the latest drivers, (411.70), restarted my PC, and it is still the same problem. I really think its a problem in chrome as it happened right when I updated from 68 to 69. I did it manually to get the new design and was in the middle of watching a film. Then I got back to the film and it was choppy.

Tested this issue on windows 10 (Intel Core i7-6700) using both M68-68.0.344.134 and M69-39.0.3497.100. Somehow we are unable to reproduce his issue,observed that in both the chrome versions video played fine.(no chopped video or lagging is seen). Attaching screen-casts for reference. Thanks!
