[Internal]: [Googler Mobile Feedback] [UX] After closing all tabs, the three-dot menu only has the "new (incognito) tab" and "settings"...

Description:
[UX] After closing all tabs, the three-dot menu only has the "new (incognito) tab" and "settings" entries. If I want to access an item from my recent tabs, history, or bookmarks, or want to open my downloads (or file feedback for that matter), I have to create a new tab first and then click back into the menu. All those options open an new tab anyway, why do they require having one open already?

This issue is seen from M-60 builds, hence considering this issue as Non-Regression and marking as Untriaged for further inputs from dev team.
