What steps will reproduce the problem?
(1)Sign into User -> on screen Right click -> select 'Set Wallpaper' option
(2)In 'Set Wallpaper' overlay ->Click on any tab at 'Daily Refresh' observe toggle option is available -> Now at Uber Tray disconnect Wi-Fi network
(3)Now observe Wallpaper Overlay becomes faded -> Now try to click on toggle option and observe unable to click but observe ripple effect is seen unnecessarily

Expected: Unnecessarily ripple effect should not be seen for 'Daily Refresh'  toggle option 
Actual: Instead Unnecessarily ripple effect is seen

This is Non-Regression issue seen as New UI of Wallpaper is seen from 69.0.3480.0/10847.0.0
