What steps will reproduce the problem?
(1)Sign into User -> Now at Uber Tray click on 'Sign out' 
(2)In Sign out screen select 'Add Person' option -> Now in Sign in screen press 'Tab' until focus is on 'Uber Tray'
(3)Now again press 'Tab' and observe focus is missing and on Next 'Tab' focus is on Email field 
(Please refer Video)

Expected: After Focus is on 'Uber Tray' and on pressing 'Tab' Focus should be seen on Email field 
Actual: Instead After 'Uber Tray' Focus is seen missing on Email field and again on pressing 'Tab' focus is seen

This is Regression issue as same is working fine in M-69
