HTML expectation file should not be checked by the bot. It's okay to have whitespace in them.

Yep, good point. In this case it was the milo frontend expectations files (https://cs.chromium.org/chromium/infra/go/src/go.chromium.org/luci/milo/frontend/expectations/), but AFAIK we also allow whitespace in layout tests and such...

Merging into existing related  bug 862770 .
