Steps to reproduce:
1. Freshly launch Google Chrome and navigate to above URL (Translate bubble will appear automatically).
2. Click on 'Translate' button of the bubble and Observe.

Actual Result: Unable to translate the language after clicking Translate button of bubble.
Expected Result: Should be able to translate the language of any website.

This is a Regression issue seen from 'M-69' and will provide the bisect info soon:
Good Build: 68.0.3440.0 (Revision: 561734)
Bad Build:  69.0.3441.0 (Revision: 562090)

(Unable to provide bisect using 1) Per-revision script as Traceback error message is thrown and 
 				2) Chromium bisect script as Translate bubble doesn't appear on chromium builds,
Also, tried bisecting on multiple machines and same error is thrown. Hence, providing suspect manually from change-log)
