Horizontal scrollbar on print preview page does not work in RTL.

Issue description

Chrome version :70.0.3538.37 (Official Build) Revision 53f287561c37d0074842843cca3b4ac3560a4459-refs/branch-heads/3538@{#693}(32/64-Bit)
OS:  Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.6, 10.14)and Linux(14.04 LTS) OS

Pre-condition:Enable flags 'Force UI Direction'under chrome://flags

What steps will reproduce the problem?
1.Launch chrome, and Print page using ctrl+p
2.On print preview click on '+' and try to scroll page horizontal.
3.Observe.

Actual Result  : Horizontal scrollbar on print preview page does not work in RTL.
Expected Result: Horizontal scrollbar on print preview page should work in RTL.

This is a non-regression issue, seen from 'M60'series #60.0.3072.0.

Confirmed this is occurring with HEAD. In the print preview the scroll bar appears to be non-intractable. In the normal PDF viewer it can be moved using shift+scroll or click+drag, but appears to have no effect.

I suspect this is something more complex then the PDF plugin not understanding the UI direction flag and not converting scroll values, since it isn't just applying the scroll in the wrong direction.

Lei, do you know who this should be routed to?

Really whoever has the time and interest to work this should take it. One should look at the interaction between chrome/browser/resources/pdf/ and pdf/ when scrolling and see how it works in LTR mode. Then compare to RTL mode to see what's wrong.
