Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Open developer tools. 2. Drag the edge of the browser window to change the width. 3. Release the mouse button. What is the expected behavior? The viewport height and width should be displayed in a tooltip every time either of them changes, so you can accurately set them during step 2. What went wrong? The viewport height and width are only displayed in the tooltip after the mouse button is released at step 3. It is therefore not possible to set a specific height or width without a lot of trial and error. Did this work before? Yes 68 Chrome version: 69.0.3497.100 Channel: stable OS Version: 10.0 Flash Version: I use this feature dozens of times a day to test responsive designs and it has worked for many years until today or at least the last few days.

Unable to reproduce the issue on chrome reported version# 69.0.3497.100 using Windows-10 with steps mentioned below: 1) Launched chrome reported version and opened Devtools 2) Dragged the edge of the browser to change the width, on resizing the browser, able to see values are changing in viewport tool tip @Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue, provide your feedback on it which helps us in further triaging it. Try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists. Thanks!

I cannot reproduce this either. Perhaps, using Device Mode will be easier than resizing the browser window?

We have tested this on about a dozen PCs. The issue was happening on two of them and is still happening on one. I will get a video made today. This machine has Chrome 68. It no longer happens on the first machine it was observed on. That one had Chrome 69 when the issue was first observed. The issue stopped happening after a reboot, although we do not believe that was the first reboot since the issue started happening. In fact, we believe the issue started after the reboot following a Windows update. All the machines we tested have the same Windows updates.

I was also unable to reproduce on Windows 10, Chrome M70, M72. Not sure what we can do without a repro. When the machine with this issue fails, - Do other overlays work? e.g. blue highlights on the page when hovering over elements in Elements panel? - Do pages relying on Canvas methods like `context.measureText` work properly? e.g. http://jsfiddle.net/zavjn649/
