Issue descriptionChrome version :70.0.3538.37 (Official Build) Revision 53f287561c37d0074842843cca3b4ac3560a4459-refs/branch-heads/3538@{#693}(32/64-Bit) OS: Win(7,8,8.1,10) and Linux(14.04 LTS) OS Pre-condition: Sign-in to chrome with valid credentials and ensure the account has default profile icon. What steps will reproduce the problem? 1.Launch chrome, Click on avatar icon, go to 'Manage people' and add a new profile. 2.Now Click on avatar icon of newly created profile and observe the other profile icons in user menu. Actual Result : Profile icon in user menu is seen blur. Expected Result: Profile icon in user menu should be seen clearly. This is regression issue broken in ‘M-70’ and below is the bisect info: Good build: 70.0.3508.0 (Revision: 579242) Bad build : 70.0.3509.0 (Revision: 579853) Change-Log URL: https://chromium.googlesource.com/chromium/src/+log/70.0.3508.0..70.0.3509.0?pretty=fuller&n=10000 Suspecting: r579387 ? @vasilii: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner. NOTE: 1. Provided suspect through 'Change-log' URL because unable to perform bisect using 'per-revision' bisect script and 'Chromium bisect' script. 2. Tried performing 'per revision' bisect on multiple Windows and Linux machines but unable to perform the same since getting following error: "RuntimeError: We don't have enough builds to bisect". 3. Unable to provide the bisect using Chromium script also as unable to sign-in to Chromium builds. 4. Issue is not reproducible on Mac (10.12.6 , 10.13.1 , 10.13.6 , 10.14) OS. Thank you.
