[NTP]Overlapping of tooltip is observed with mouse pointer on NTP.

Issue description

Chrome Version: 71.0.3562.0 (Official Build) Revision 546b39eb7822fcd38f6c8093cb3ac1a70f8f2dcf-refs/branch-heads/3562@{#1} (32/64-bit)
OS: Windows(7,8,8.1,10).

Pre-condition: Enable "Enable using the Google local NTP" and "New Tab Page Background Selection" flags from chrome://flags.

What steps will reproduce the problem?
1. Launch Chrome and navigate to NTP.
2. Hover the mouse pointer on gear icon at right bottom corner and observe.

Actual: Tool-tip overlaps with hand pointer.
Expected: Tool-tip should not overlap with hand pointer.

This is a non-regression issue, seen from M-71 series as tool-tip appears for gear icon from build #71.0.3562.0

NOTE: This issue is not seen on Mac(10.12.6, 10.13.1, 10.13.6, 10.14) and Linux(14.04 LTs) machines.

Thank you for your report. This seems to only occur on Windows, and only on low res screens - otherwise, the tooltip is shown outside the browser window. Mac positions the tooltip above the icon.

I'm marking as WontFix for a couple of reasons:
- the text is still readable if the pointer is moved (and not much of it is obscured anyway)
- tooltip positioning has OS-default behavior & it's probably not worth the effort to override it, given the relative benefit in this case.
