CSS rules created with CSSStyleSheet.insertRule can't be edited in DevTools

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Open the attached repro.html file
2. Inspect CSS rules for the h2 and p elements
3. Try and edit or enable/disable the rules

What is the expected behavior?
I can edit and enable/disable all rules

What went wrong?
I can only edit and enable/disable rules created via style tag. Rules created using CSSStyleSheet.insertRule are readonly.
