Chrome menu's tooltip says "Update is available." when an extension is disabled

Issue description

I relaunch my browser and noticed that the Chrome menu was a yellow exclamation point. The tooltip for it says "Customize and control Google Chrome. Update is available." (IDS_APPMENU_TOOLTIP_UPDATE_AVAILABLE). I find that odd since I just relaunched and am certain that an update is not available. When I open the menu, I see "Secure Shell App is disabled" (IDS_EXTENSION_DISABLED_ERROR_TITLE).

I think we should use something other than "Update is available" in the tooltip, since the reason to get the user's attention is related to an app/extension rather than related to a pending Chrome update.

Interesting!  My guess is that we just don't change the tooltip depending on which type of error is in the menu, which is definitely not the right thing to do since there are multiple errors that can occur.

pkasting@, do you know who owns the app menu nowadays that could own this?
