Empty bookmark folders on bookmark bar add empty bookmark upon successive hover

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Create empty folder on bookmark bar
2. Click on it to show (empty)
3. Hover to other bookmark
4. Hover to empty folder and check that an (empty) bookmark line was added
5. Repeat from step 3

What is the expected behavior?
Only one (empty) bookmark line was supposed to appear

What went wrong?
Don't know how many (empty) bookmarks chrome can handle until it crashes

Did this work before? N/A 

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0

Step 3 has to be a folder bookmark also.
