Changing resolution of vivid several times causes crash on VM

Issue description

Chrome Version: 71.0.3563.0
OS: ChromeOS
Board: amd64-generic VM

What steps will reproduce the problem?
(1) go https://webrtc.github.io/samples/src/content/getusermedia/resolution/
(2) choose VGA and wait for video feed to appear
(3) choose HD and wait
(4) choose FHD and wait
(5) repeat (2)-(4)

What is the expected result?
Chrome doesn't crash.

What happens instead?
Chrome crashes. The count of changing resolutions until crashing looks non-deterministic.

Hmm, the backtrace doesn't look very suspicious to me. What kind of crash was that? Segmentation fault? Abort? Which process crashed?
The error message is:
[7760:7770:0926/211414.791409:FATAL:gpu_data_manager_impl_private.cc(895)] GPU process isn't usable. Goodbye.

Hmm, I'm not 100% sure, but this sounds like the GPU process crashes. I think the backtrace only shows the Browser process noticing that and terminating too.
