i cannot drag & drop between tabs

What steps will reproduce the problem?
(1) HTML 5 Drag an object from one tab, hover over another tab. in previous version, the tab then opened. this is not the case any more.

What is the expected result?
i cannot drag & drop between tabs

What happens instead?
i have to press esc to inetrrupt the current drag & drop and open the tab in an extra window

Thanks for filing the issue!

Unable to reproduce the issue on reported chrome version 69.0.3497.100 using Mac 10.13.1 with the below mentioned steps.
1. Launched Chrome
2. Opened few webpages
3. Dragged a URL from one tab to another.
4. We were able to drag & drop files/URLs without any issues.

@Reporter: Could you please check the same in a new profile without any apps & extensions and let us know if the issue still persists. It would be helpful if mentioned whether the issue is specific to any webpage/URL. Any further inputs from your end may be helpful.
As Marcel specifically says HTML 5, and also mentions the tab being hovered over during the drag no longer becoming the foreground tab, it might be a better assumption this is about dropping an object from one tab into a drop zone with a web app in another tab. Rather than replacing the contents. 

What I think is a closer example of the problem is dragging an object, say an image, from one tab to a drop zone in another tab. These steps are somewhat artificial as image search is available in a context menu, but the drop zone could just as easily be in an authoring tool:

1. Launch Chrome
2. Open a web page that you want to drag from (for this example any page with an image, that doesn't have JS to block dragging of images).
3. Open the web page that you want to drag to - the Google image search is a reasonable test
4. Back in the first tab drag the object, and try to drag it into the drop zone on the web app in the second tab.

You will notice that you are not able to do this, as the tab that hosts the app you are trying to drop into no longer becomes the foreground tab when you hover over its tab in the tab bar.

I have two videos, using an example from Federated Wiki, to show what the behaviour was before a recent update (recreated using Firefox), and the current 'broken' behaviour in Chrome.
