IME names in Language Menu are inconsistent

Issue description

Currently, names of IMEs in the Language Menu are inconsistent in many ways. Non-exhaustive list of examples:

Inconsistent terminology:
- Sometimes "input"
- Sometimes "input method"
- Sometimes "keyboard"

Inconsistent format:
- Region only, no language: "US keyboard"
- Language only, no region: "Italian keyboard"
- Language - full variant name: "French - Swiss French keyboard"
- Language - adj of geography: "German - Swiss keyboard"
- Language - noun of geography: "Dutch - Netherlands keyboard"
- No language, no region: "Pinyin input method"

Inconsistent sorting:
It's unclear how the IME entries are sorted. Looks random, or maybe order of adding (which isn't helpful).

These should be made consistent with Gboard as well
I think this is partly related to crbug.com/890138.

We can reference other designs, but not necessarily follow, as we could come up with a better one.
