NTP search bar doesn't take input during fullscreen mode

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Open a new tab.
2. Go fullscreen.
3. Try to type into the searchbox.

What is the expected behavior?
Text input shows up in the bar.

What went wrong?
Text input did not show up in the bar.

Did this work before? No 

Chrome version: 69.0.3497.100  Channel: stable
OS Version: OS X 10.13.6
Flash Version:
 
Already reported in bug 676532.
The same is observed since Chrome 33 was released in 2014 - almost 5 years ago.
I wonder if it needs to be reported every day instead of every month - which is the current state of affairs - so that this UX bug gets fixed.

This will probably fixed with issue 868398. Merging into it.
meh@ FWIW, this issue also exists on Windows, so while it might be related, it's not specific to MacOS.
The OS=Windows bug is issue 676532 as mentioned in c#1.
