When dragging a tab, it resizes the content on the fly which can create jank

Issue description

71.0.3552.6

What steps will reproduce the problem?
(1) in tablet mode
(2) drag Tab out (e.g. mic.com)


What is the expected result?
Nothing changes

What happens instead?
Content changes after a short delay within the tab that’s being dragged

I generally agree, though if you're talking about coming from fullscreen, it will have to refresh / resize on splitscreen release instead, which will also feel janky. I would personally put this as a P2.
It's because tab-dragging is actually a window bounds change process. When dragging a tab outside of a window in tablet mode, the content is fit into the size that the dragged window should have. Currently the dragged window size should be 1/4 of the screen display size, thus you can see the content change. It's basically the same as changing between a maximized window to a freeform normal size window.
