What steps will reproduce the problem?
(1) Install extension: https://chrome.google.com/webstore/detail/quick-tabs/jnjfeinjfmenlddahdjdmgpbokiacbbb
(2) Visit https://permission.site
(3) Menu > More tools > Create Shortcut... > Create
(4) Visit chrome:apps
(5) Right click permission.site, set to open as window
(6) Launch permission.site
(7) Grant location permission
(8) Open find tool (Ctrl-F)
(9) App menu > Quick tabs icon
(10) Mouse over location permission and app menu button.
(11) Observe the highlights of the four different icons.
What is the expected result?
The highlights should all be circles with the same size.
What happens instead?
All four differ from each other.
