Graphical problems with green/white theme

Chrome Version: 71.0.3559.6 (Official Build) dev (64-bit)
OS: Linux

Note: Brand new regression today. This hasn't been a problem up until now, including post-69 release. I am not exactly sure which version I was running yesterday.

What steps will reproduce the problem?
(1) Apply this theme: https://chrome.google.com/webstore/detail/yulia-brodskaya/jlgdloilieclkegafohackmhffbmdpko
(2) Open New Tab Page.

What is the expected result?
- White background on NTP. Green decoration anchored to top of viewport.
- "Apps" and "Other bookmarks" buttons (on bookmark bar) same text color as the bookmarks.

What happens instead?
- NTP has black bars along the top and the bottom. Note that the decorative images are still shown in full but are anchored to a rectangle in the middle of the page.
- "Apps" and "Other bookmarks" buttons have white text on bright green background.

See screenshot. Note that the RED rectangles are my censorship (ignore them), but the BLACK rectangles are part of the bug.

Try removing and reinstalling the theme, I had a similar issue with the Desktop theme ( https://chrome.google.com/webstore/detail/desktop/pafkcccccfmnjkhhndjfffifnflhkpdo ) where it would only draw one tile of the background (which seems to be made of the same image tiled until full), but trying out your theme (which worked) and then undoing the theme change seems to have fixed the issue.

#1 OK, removing and reinstalling the theme worked. Very strange.

Keeping this open as it's still a bug with non-obvious workaround.

I had this theme installed for few weeks but didn't manage to reproduce the problem. I had it on linux and chromeos.
