Customising the 'New Tab' page

 
UserAgent: Mozilla/5.0 (X11; CrOS armv7l 10895.56.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.95 Safari/537.36
Platform: 10895.56.0 (Official Build) stable-channel veyron_speedy

Steps to reproduce the problem:
1. Attempt to upload an image
2. Click out of the 'Files' tab, or stop it from opening
3. Go back to the upload button, it is not responsive

What is the expected behavior?
To be able to upload an image to the 'New Tab' page

What went wrong?
The button became unresponsive, even allowing one to double-click and select button text
