Some users may be confused about how to leave incognito mode. Still investigating why. Wait until investigation is done to decide whether to work on this bug.

In the incognito tab switcher with zero tabs open, the first couple times user enters that state, have the non-incognito tabs peek out from the side so the user understands they can swipe to switch to that mode.
