Use NetworkConnectionTracker to inform network-based Geolocation requests

The NetworkConnectionTracker can inform the NetworkLocationProvider when there is a network connection available for making network-based location requests. This would be preferable to either failing to get a position or performing needless WiFi scans when there is no network available.
