What steps will reproduce the problem?
1. With device in tablet mode, open Settings app
2. Try to drag the window into overview mode by using swipe down action from the top part of the screen

What is the expected result?
Window should be moved into overview mode

What happens instead?
An empty title bar is seen. On using swipe down action once again, the window is moved to overview mode.
