Tested this issue on Windows 10 on the reported version 69.0.3497.100 and the latest Canary 71.0.3571.0 and unable to reproduce by following the below steps.

1. Launched Chrome and navigated to wikipedia site.
2. "continue running in background" is selected.
3. Closed Chrome and relaunched Chrome.
4. Can observe that Chrome is launched with new window with a new tab page.
Attached is the screen cast for reference.

Request you to retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations.

I tried reproduce it on a couple of PCs, and I started to thinking it got fixed somehow, but I managed to reproduce it on an old laptop, see attached video.

I think that this bug gets triggered after the laptop has been in hibernation/sleep for a while.

As per comment# 3 and comment #0, tried to reproduce the issue on reported chrome 69.0.3497.100 and on latest chrome stable 70.0.3538.77 Using Windows 10.
Steps:
-----
1. Launched chrome 
2. Navigate to chrome://settings >> Noticed the "Open the New Tab page" as per comment #3 and "continue running in background" is selected (comment# 0).
As we have observed that > A new chrome window with just the new tab page is launched.

@Reporter: Can you verify this issue with fresh profile that is not having any extensions and apps or reset all the flags.Could you please upgrade to latest chrome stable 70.0.3538.77, you can download latest chrome builds here:" https://www.chromium.org/getting-involved/dev-channel ".

The issue did occure in latest chrome stable, but I think I've isolated the culprit, it's the feedly chrome app: https://chrome.google.com/webstore/detail/feedly/hipbfijinpcgfogaopmgehiegacbhmob

after disabling it chrome behaved as predicted.
