Change default file handler, if corresponding ARC++ app is installed

Project Member Reported by marcuskoehler@chromium.org, Sep 26

Issue description

OS: Chrome OS 69.0.3497.95

What steps will reproduce the problem?
(1) Install Google Docs in ARC++
(2) Download a .doc file
(3) Double click the .doc file in the Chrome OS Files app

What is the expected result?
The Google Docs Android App should be opened to handle the .doc file.

What happens instead?
The .doc file is opened in the Chrome browser.

To open the .doc file with the Google Docs Android app, the user either (a) has to manually rightclick on it and choose Google Docs, or (b) to change the default.

Proposed feature: ARC++ apps should be the default for the file types they can handle.

Components: -Internals>Cast>FileManager
This request is not related to casting features.

BTW, I don't really agree with this proposal, as I don't see any clear user benefit to opening in the Android app. Maybe only for offline docs?

mfoltz, absolutely right. For the Google Docs app, it doesn't matter. However, in case of installing Word, there will be a clear preference towards Word for many customers.
Additional remark: When I open a GDocs document (either through GDrive or the Files app), I get asked by a popup in the browser, if I want to stay in the GSuite app or use the Android app instead.

The same behaviour should occur for .doc files.

marcuskoehler@ - The web app is set as the default handler as it is the preferred approach to viewing Gdocs as agreed with the Gsuite team. Note: For MS Word files, the default app should be changeable via Open -> Change Default...

fukino@ - I noticed that gdoc files on Drive don't have the Docs Android app as an Open With option. Is this expected behavior?
