OP: Works for me in 69.0.3497.100. Can you attach the image you're trying to use? And can you try in an empty profile please?

I think the file selector restricts to png & jpeg, so I can't quite repro this myself. @reporter: did the heic file result in this state on the NTP immediately after upload? Also, do you have multiple profiles?

The only way to upload a HEIC file for the custom background is to change the suffix to .jpg or .png but our custom background doesn't support HEIC file. Therefore, this is working as intended and mark it as wont fix.
