Make Android user space 64 bit

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11021.19.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.22 Safari/537.36
Platform: 11021.19.0 (Official Build) beta-channel cyan

Steps to reproduce the problem:
1. Android user space for all Chromebooks is currently 32 bit
2. This is starting to make it impossible to use some apps
3. RetroArch32, Dolphin Emulator, misc games

What is the expected behavior?

What went wrong?
Several apps, mainly games and retro gaming emulators, cannot be installed due to the 32 bit nature of the current Android implementation.

OS Version: 11021.19.0
Flash Version: 

I've heard some fairly big changes may be expected possibly by 72 for Android once GPU acceleration comes to Crostini.  It would be very nice if the devs could keep this in their hat on making the Android side of things 64 bit.  I understand anyway that by mid to late 2019 64 bit apps are the expected norm if not required?
