[MR Harmony UI Accessibility] Focus navigation with Voiceover on Mac shouldn't allow focus on scrollbar.

Issue description

Chrome Version: 71.0.3559.6
OS: Mac

Doens't repro on Win or CrOS

What steps will reproduce the problem?
** Requires enough cast targets in the device list to show a scrollbar.
(1) Turn on a screen reader, for example command + f5 on Mac to enable Voiceover.
(2) Open Cast dialog and navigate through the entire dialog using the default controls Control-Option-Right Arrow.

What is the expected result? Focus should not move from a cast target onto the scrollbar. It was discussed recently with the accessibility team and focusing on a scrollbar is non-standard behavior.

What happens instead? Focus moves from a cast target to the scrollbar.
