New mirroring service doesn't allow manually switching off Media Remoting mid-session

What steps will reproduce the problem?
Enable Harmony and Mirroring service with the following flag:
--enable-features=ViewsCastDialog,AudioServiceAudioStreams,NetworkService,MirroringService

(1) Start a media remoting session
(2) right click cast icon in toolbar and deselct Optimize fullscreen videos

What is the expected result? Media Remoting should transition to tab mirroring in step 2.

What happens instead? Media Remoting continues.

This logic is not implemented in the mirroring service yet. 
mirroring::MediaRemoter (or someone else) may need to listen for the change on prefs::kMediaRouterMediaRemotingEnabled, similar to what is currently done in the extension side.
