OOBE network connection manager fails to use LTE network to set up new user

Issue description

What steps will reproduce the problem?
(1) Ensure active/provisioned LTE connection, but do not connect to a WiFi network
(2) Attempt to add a new user to Chromebook from login screen

What is the expected result?
(3) User is able to complete OOBE using active/provisioned LTE connection

What happens instead?
(3) "Network not available" screen shows to prompt user to connect to WiFi network, however LTE shows as available/connected (but is not selectable)

Hi Jesse,
Can you please provide the build info you used for this issue? I dont see M-72 builds yet in GoldenEye.
I shall try to replicate this issue on M-71 latest build.

Could not replicate this issue on M-71 or M-70 builds. Will post to this issue if replicated.
