ChromeVox does not treat the option to open ap in new window as a radio button

Issue description

Version 71.0.3558.0 (Official Build) dev (64-bit)
Firmware: Google_Cave.7820.384.0
Steps:
# Launch ChromeVox (Alt + CTRL + Z)
# Navigate to launcher and expand it
# Select an app such as YouTube, and right-click or press Search + M
# press down arrow to select new window or new tab depending on the setting,  and press right arrow to change it
# press down arrow to cycle between the two options
Expected: ChromeVox should announce ‘radio button’ after each option
Actual: ChromeVox treats the option as a normal menu item
Reproduces in Dev
Notes:
The option to switch between new tab or new window may be confusing since the user expects the ap to open immediately once either option is selected. This is possibly a design flaw since radio buttons don’t normally appear in context menus.
