open chrome such that an infobar shows up which doesn't override InfoBarDelegate::ShouldExpire (e.g. if you manage to run on a no longer supported OS)
notice that the infobar doesn't appear (or disappears quickly, depending on timing).
I noticed this while implementing the infobar about the deprecation of supervised users. I figured out that I want the infobar to stay until the user dismisses it anyways, but it seems to be that the default implementation aims to have the infobar stick around until after the first navigation by default. In that case, a NTP extension should not auto-dismiss the infobar
