Search bar in password setting screen slightly scrolls up on changing the device orientation from Portrait to landscape and vice versa

Issue description

App Version: 70.0.3538.32 beta
iOS Version: 11.4.1, iOS 12
Device: iPhone Plus devices only

Pre condition :
1- Have few passwords saved.

Steps to reproduce:
1. Launch Chrome in Portrait mode
2. Tap on Menu > Settings > Passwords.
3.Change the device orientation from portrait to landscape mode and vice versa.
  
Observed results: 
Search bar slightly scrolls up on changing the device orientation. 

Expected results: 
Password screen should be in fixed position on changing the device orientation.

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA    
Bug reproducible on Dolphin/Safari/Firefox: Safari : NA
Bug reproducible on the current stable channel build : NA - New Implementation in  M70
Bug reproducible on the current beta channel build : NA - New Implementation in  M70

This happens to every page in settings for iPhone Plus.
The MDCFlexibleHeaderView doesn't seem to handle the case of a rotation that gets the dialog from full screen to partial.

To quote https://bugs.chromium.org/p/chromium/issues/detail?id=864560#c3,
I don't expect that we will fix this, and instead will end up moving to either MDC Lists or UITableView.
