What steps will reproduce the problem?
(1)Recover build>> In OOBE, Enable dictation and in dictation dialog, click on 'Continue' button and observe 'Dictation' icon is seen seen beside ubertray

Actual: Dictation icon is not seen beside ubertray when dictation is enabled in OOBE
Expected: Dictation icon should be seen when dictation is enabled

This is a Non-Regression issue seen from M70

NOTE: Issue is also seen in M71
